Sounds like BS to me. We include the fact that we are running drops in
the mainline plans. But if your handholes are set at the ROW edge, I
don't think a separate permit for the drop is really required. Could
be in some areas but nothing I've ever heard of. They are probably
behind on install work in another market and just want to delay it.
