If it is started, check both the HTTP and HTTPS login pages in case the browser auto-completed to the wrong one. There’s been significant work since the 1.2.13 beta version. I am characterizing this behavior on our side so we can take a closer look at things to make the system easier to use. When you enter an end IP are you getting a pop-up error or is the cell flashing red? Also, what are the exact values you are trying to enter for the Start IP and End IP fields? Deleting the existing row and creating a new row fresh may help. Also, when using a start/end IP range the last octet of the Start IP should not be 0.
