i think the problem was more that the SMs were receiving at -45 to -55 but
the AP was setting their Tx to -60 and caused upload problems (which in
turn caused downlink problems) setting the AP to tell the SMs to come in at
-50 cleaned everything up.

that and yes 2.4 is a hot mess with the noise floor :-/
