So when rate hits limit, you want to buffer up packets and increase latency, 
rather than drop packets?
I can tell you for sure don’t use RED, which is based on increased probability 
of packet drop as buffer fills.  The D stands for drop.
But eventually you have to drop packets, what choice is there?

Simple Queue with burst queue - Queue Type?  

I am looking to make sure there is no packet loss.

pfifo, red?  What settings are recommended?
