I’m not sure I would call it urgent, it just means that 13.3. is dead to me.

I would suggest a more conspicuous warning than just an item in the release 
notes.  Like right next to the download link, Note: alignment tone broken in 
13.3”.

Also, why did regression tests not catch this?

We found this issue late in the program. This is a serious issue and under 
normal circumstances, we would not release with this. But 13.3 also makes PMP 
complaint with ETSI 1.7.1 that went into effect on Jan 1. So we needed 13.3 out 
as soon as possible for ETSI customers.

The fix for the alignment tone issue required a change to the FPGA and any FPGA 
change adds almost a month to the release because of the additional regression 
tests needed. 

We do have the fix available and will be posting an open beta soon which 
includes this. If you urgently need a fix in an official release, please 
contact me off-list at [email protected]. Depending on the 
demand, we can consider releasing a 13.3.1.

    But seriously I would permit whatever the tech finds to be easier to align.
