In telephone there's a thing called a "de minimus" provider. There are
some conditions for it, but basically if you are collecting less than
$10k /year for USF then it's possible you can just keep the money. I'm
wondering if this will have a similar provision. I also wonder if the
16.8% is only on the line item for "internet service", so maybe you
could reduce the customer's liability by breaking up your bill so
instead of:
"Internet service: $50"
You could have:
"Internet service: $15"
"Wireless transport: $20"
"Modem rental: $10"
"Telephone support contract: $5"
Then the 16.8% is applied to $15 instead of $50 even though the total is
still $50. Then the customer pays less tax and you can stay "de
minimus" with a larger number of subscribers.
Have you ever wondered why your phone bill is complicated? Now you
know. They're probably doing you a favor by breaking it up the way they
do. I certainly hope the FCC doesn't do this because none of us need
the extra work, but if they do then you'll have to be sure to find a
lawyer who knows how the system works.
Two questions:
1. IF passed will WISPs be able to apply and get money from the fund since
they are excluded now?
2. Do you expect this to pass?
