PON can be really tricky in the fact that the vendor you go with your going to be stuck with there OLT / ONT combination. I’ve not seen a successful OLT vendor swap not that it can’t be done. The one thing I can say is that once you get into the mass it’s going to have a tight integration between OLT / ONT provisioning and troubleshooting wise.

I like the GPON approach vs the P2P active fiber network, you going to have way less on the amount of fibers in the ground going from your central office to the individual neighborhoods and if you have cuts in between those two that's a whole lot less fiber to be splicing back together.
