WISPs only exist because of freedoms afforded by the 1996 act.  Prior to that 
it would have been illegal to become a WISP.   Regulatory reform made this 
business possible possible in the first place.  That certainly was not a mini 
snickers.  I tend to try to be optimistic as much as possible.
