The way that I saw it implemented before was: Company updates employee
handbook (which everyone has to sign and agree to with every update),
adding a part about pre-employment and random drug testing as well as in
the event of injury or damage to equipment in excess of $$$.  Everyone
signs it.  Drug testing begins.
