You drive the lag with a small sledge hammer. You hammer it all the way in. The detachable step slides over the head of the lag bolt. It is a special head to match the step. Normally you only put these on for the first few steps. They are an anti climb feature. Once up a few steps then you transition to the normal steps that are driven into the wood. Very secure but I still prefer to work off of hooks as you can position yourself anywhere on the pole you want.

I found some instructions that say " Installed by placing plate over lag
until plate cuts into pole".  Does that mean you turn the plate by
hand?  What if I cheat and replace the lag with a hex head one so I can
use an impact driver?
