The airflow in these devices is created via an oscillating diaphragm. Briefly looking into solid-state fans (all I can find are some references to 2009 along with mention of air purifiers) this has nothing to do with how the air flow is created.
Most of the technology revolves around what is done with the “jets” of air and how it is directed over the heat sinks. Going back to the e-mail blast, technically it was incorrect in saying “no moving parts” as the diaphragm is moving.
