From what I understand FSK Canopy doesn't estimate incoming signal level, more that it adjusts the rx pre-amp until it sees a signal it likes and then based on rx pre-amp setting it guesses what the incoming signal was. So 2 different Canopy units can in the exact same situation and signal can show a difference up to about 10db.
