They are allowed under the assumption that it could be destroyed. Pipelines typically do not use State/County ROW. They don't ever want to have to move them. They paid $8/ft for a pipeline going in here for easement access on a project next to our fiber build. Homeowners are pissed they can't get money from us because we are using the State ROW.
