I've seen it as well. I have concluded that the radios each communicate with each other via ip. if they are not on the same subnet you will have trouble until the network is connected/routed. I have noticed that (with the Integra W's were using) the management ports bridge traffic across the link. be careful here, caused us no end of grief. SAF seems suprised that we have an issue with out of band management ports bridging traffic across the link.
