It should.  I have personally written dial pulse decode algorithms in past 
lives.  They are not terribly difficult.  If they can detect the off hook, a 
bit of code and they have the rest.

Every ATA I have tested works just fine with dial phones.  If you're as geeky 
and as fleet of finger as I am, you can test this by toggling the switch-hook 
quickly.
