What I mean by last resort is that is not used as a primary or even a
secondary anymore due to the fact of its capabilities.
It will do some voice trunk(s) and a very dismal amount of data. So, In
some cases it may actually be a secondary but I dont see
primary ever unless its all they have for that area of op.
As you say cots and vsat are much more in the limelite of being a
primary to handle the higher needs of larger fobs.
I will say that when your on a much larger FOB that has all DOD assets
including marines :) is where youll see a tropo among a plethora
of other Vsat and comsat gear including some crazy stuff from NSA.
I am sure there are only a few that have been in SCIF to facilitate a
BFITC and the only way to make that happen with a H.323 video format
is to have the bandwidth needed to do it not including all the encrypted
overhead.

Where I have seen tropo used is to establish a secondary or tertiary

The US DoD spends an ungodly amount of money on a myriad of types of
