Reproduced this at two tower sites with PMP450i AP's set at 1000base.

Current Site:
Dlink Managed Vlan Gigabit Switch
Gigabit SyncInjector powered at 48 volts.
APC surge arrestor.  Tried both 430APC-HV and GigE-APC-HV.  Both
worked but only at 100base.
200 foot shielded cat-5
450i AP.

Victory of sorts.  At this site I removed the APC surge arrestor
completely and replaced with cheap plastic coupling.  I now have
1000base connection at the 450i.
