Seems you could calculate out the general population exposure using the 1
milliwatt per square centimeter number, unless you want to argue that only
workers should be up on the roof so it should be the occupational exposure
limit.
If you assume far field, you could use a calculator like this:
http://rfcalculator.mobi/power-density-field-level.html
to find the field strength based on xmt power, antenna gain, and distance.
Probably a small strip along the rooftop down the main lobe of the antenna
should be marked off with an authorized personnel only warning or something
like that. Inside the building should be fine. Even 10 meters away
straight down the boresight may be fine, depending on your power and antenna
gain.

certain it will
largely amount to fear-mongering, and will likely imply that

give cancer to anyone to enters the library.
I'd like to be prepared with some solid data on RF exposure
from 6 GHz
licensed microwave. Can anyone point me to something that
would be
helpful?
