Requesting a key is simple.  I requested a key and a few hundred stickers
months ago.  The frequencies are there on 5.6.3, with an unlock key.  Once
you unlock them then they also lower the output power to the new FCC rules,
so you may want to selectively unlock in the areas where you need the
additional frequencies.
