SMS is like email, usually quite fast, often nearly instant, sometimes
takes forever.

Can you rely on the cell network to have coverage where the equipment needs
to operate?

I'd use a low freq unlicensed band and a simple radio, use the headset mic
input on the phone to decode via a custom app.
