18.2% is the USF tax for first quarter 2016.   Note there may also be 
state/county/local taxes applied as well. We got hit hard on a 10G wave to LA 
with the LA county tax. It helps if you specify the “origination” location 
sometimes for interstate loops so you can avoid things like that (we did that 
to get around the LA county tax).
