Normally lead generation and prospective customer qualification would be part of a CRM or Salesforce Automation system, not a Billing system.
It sounds like you are using the term Billing System to describe an all-in-one business automation system that does everything from soup to nuts. Like a greeting on your phone that says Press 1 for Billing, Press 1 for Sales, Press 1 for Support, or remain on the line to hear these choices again.
