Lots of folks agree with you, but the rural telecom lobby has some muscle.  
Their golden cow has survived most previous attacks.

Oh sure, SIP out of the tandem is the way to go (I believe for all fixed voice 
deployments), but they have no grounds to do Internet only now, nor do I think 
they should. Let's wind down this USF\CAF program.

They are fixin’ to change all of that.  CAF presumes sip provided by the local 
regional access tandem.  So voice is easy to paint on to any broadband 
deployment.

With our own money.

I don't believe there are any grounds for CAF to fund any deployment that 
doesn't have voice. There is no legislative authorization for that.
