It gives me false negatives on startup. As far as I can tell some
probes are treated as down on a fresh server reboot, so if I have to
restart the server I get anywhere in the realm of 100-200 notifications,
which is only a fraction of our probes, but still quite annoying.

You mean like a cooldown period before alerts are enabled?
I don't remember, is it the things that were already down that pester
you on startup, or does it give you false negatives on startup?
I don't see much of this using the 4.0 beta, but I remember it from the
3.x version.
