I think the bugs are worked out and the early adoption happened 5 years ago. They just keep getting better and better. I asked around and basically it’s because the taxes on “electric cars" are less than regular cars. Electric cars also don't have to pay the congestion charges, and all around town they have free charging stations. So in the end, it cost them significantly less than a BMW/Merc to buy.
