That Net Neutrality fine was the best thing that happened to them, it established they could lie as much as they wanted about “unlimited” as long as they were “transparent” about their lies.
Just like the CAN SPAM Act was good for spammers because it established the boundaries for legal spamming. AT&T will tell you that unlimited means 22 GB, or that 4 people can share a 10 GB data plan, and people will believe it because they have no idea what a gigabyte is.
