Did you turn the bottom fan around? That looks like an L-Com box, and standard configuration is top fan blows out, bottom fan blows in. And depending on which controller option you chose, they might kick in sequentially as the temperature rises.

The vent is actually the 3" conduit which only has a few wires in it. The fans blowing outward on the upper box draw air in through the lower box so they both get ventilated when the thermostat kicks in.

Believe it or not, this is the same model of Ridgid toolbox. Our builder went a little overboard with modifications though. He cut out the padlock holders and welded steel patches in where they were. Then bondo and paint to beautify it. There's a piece of aluminum diamond deck screwed to the "top" which used to be one of the sides....that was to prevent a puddle of water building up in the handle cutout. He welded angle iron on the inside to hold shelves and added the draw catch and a weather strip on the door. You can't see it in this pic, but there's an intake vent in the bottom corner and there is an exhaust with AC fans.

It's just a battery box....if I knew he was going to make so many mods I would have just ordered different boxes.
