You don't have to buy them on the "black market", unfortunately many
of the vendors will sell you a 3GHz "world" radio when they run out of
the 3.65 units, or sometimes they will do it "by accident".

In Alaska, there was another WISP who was running school district
links using the 3GHz world radios, on some really illegal freqs. When
they applied (the district) for erate funding and we won the contract,
I took all of their old links down... they were stupid enough to write
the freq in use on the radio.
