yeah, projections from the same folks who create  stock market bubbles ! LOL!, 
there is no shortage of folks making up numbers as needed.

Logically speaking, look at the trending lease price, in the range of $1 to $2 
/ip /month... which would give a very good clue on purchase price.

For a $300 to $500 per IP valuation, the ongoing lease rate would need to be in 
the $10/$20 /month range. Which I have a hard time visualizing...

Retail rental/lease from Upstream IP transit providers is still running 
somewhere between Free to less than $3-$5/ip/month. Depending on the ARPU of 
the BW purchase.
