I think you need to distinguish between "public IP" and "static IP".

All our customers get a public IP (we don't NAT multiple customers to one public IP), but residential gets a dynamic (pool) IP. That doesn't really save us any IP space since most customers have an address lease 24x7. But we do charge residential customers extra if they want a static IP.

I notice that my AT&T UVerse connection at home goes for months with the same public IP even though I'm not paying for a static IP, in fact I don't think it has ever changed. But it COULD change unless I pay for a static IP.

We give one public to businesses. Most pay more than enough to justify

Reasonable projections (IMO) I have seen are $30 to $40 per IP. I
