Would seem crazy to pay for clear blue cassettes and then splice it again in 
the vault... Unless Clearfield is just quoting me crazy stupid prices.  
Clearfield also has a preterm panel with a 100' on it which I assume one would 
use if they were splicing in the vault.  I'd guess he spliced in the cassettes 
and then pulled the slack into the vault.
