Let me guess, BGP from a huge colo/dedicated server/CDN type network that has a ridiculous amount of outbound traffic, 90:10 outbound traffic ratio... The only effect a residential last mile ISP can really have is beneficial for many of that type of hosting operation, helping them even out their traffic ratios with various peers.
