Are you looking for a PTZ camera, or some sort of fisheye that covers the 
entire 360 degrees?  And will it be pointed at the ground beneath the tower, or 
the horizon?  AT 400 feet, everything may look like ants.

At this point I'd be scared of anything from China, which means an expensive 
camera from Europe like Axis or Mobotix.  For around $2000 you should be able 
to get an IP67 PTZ camera.
