I have used some pretty inexpensive PLCs from Automation Direct to do
similar things.

I think Forrest has discontinued his Generator Control board. Is there
anything out there that is equivalent? I have a generator that just
requires a contact closure to start, and I can transfer the power with
some relays. I just need something to monitor the voltage and activate
relays and be able to exercise the generator on a schedule. And be able
to do simple things like wait for the power to be out for 2 minutes
before starting the generator.
