I had a situation like this with a Dragonwave backhaul a few years ago. Every time the OAT dropped below ~~ 25° it would drop offline. I found I could get it to "live" by wrapping the ODU in foam insulation. Helped me isolate the problem, and was able to schedule an ODU replacement.
