All little town owns a few blocks of conduit they put in some time ago
during a side walk remodel.  I'd like to get an agreement with them to
use it, ie: free access for the city in exchange for space in the
conduit.

They need convincing that I don't need to be a utility to do this.

Does anyone (who is not a CLEC) have an agreement with a town/city for
use of conduit/muni-right of way that they would be willing to share?
