If it's Mikrotik, it might also only affect a specific model. CCR, for
one, is more fussy than some of the others.

I would point to a potential Mikrotik issue....as we do not use
Mikrotik at all. We use Cisco and Netonix.

helped ePMP and 450 gear, but nothing like this. Many times odd
