I am going to go out on a limb and say no gortex in those boots. I’m still 
looking for something to “waterproof” leather / gortex boots once the leather 
starts to get worn.

It has kept my boots looking almost new for 40 years.  It is a mixture of pine 
tar, bees wax and some kind of oil.

That stuff looks pretty effective.
I use Mink Oil on my boots it seems to do the trick.
