Inches/year means nothing for 55-85 GHz links...   Seattle gets a ton of
rain and some coastal areas or places where the clouds are trapped by
mountains a lot more (Lynn Valley, North Vancouver BC for example). But all
are only in rain zone D.  It's the frequency of instances of certain
figure, N, where N is your millimeters/hour peak rain rate that matters.
Water drop density in mm/hour is what will take out a millimeter wave link,
or cause serious modulation changes on 11/18/23 GHz.

Constant drizzle that adds up to 60 inches/year or more can still be in
rain zones C, D or E.
