<Grin> most folks don’t know the old history of Beehive (prior to me).  

There was an issue with marine radio/phone patch being used to clear credit 
card transactions, take reservations and place orders to vendors at a “social 
club” a ways North of Las Vegas.  

Actually FCC had a hearing on the issue.  

The marine radio was not to be used for conducting business.  And this was a 
long ways from Lake Mead, where the system license was centered.
But there is an out for almost all FCC rules in the event of an emergency.

The quotable quote from the testimony is when Art Brothers (founder of Beehive 
Telephone Company) was being asked by a commissioner how handling a liquor 
order was an emergency.  His reply: “Your honor, when a whore house runs out of 
booze it is an emergency”.  

That got picked up on the various news wires.  And even though this happened 
long before I even met Art, there is still a bit of guilt by association.  

(Art lost all FCC licenses including his ham ticket as a result).

Just a guess, but wouldn't be surprised if the Beehive applications were highly 
scrutinized by Uncle Charlie..

MG radio service has only recently seen this reduced turn around speed - MW 
(Homeland Security, Public Safety) have had it for several years.  CF (Common 
Carrier) will not see this as these applications are required to go on 30-day 
Public Notice prior to license grant.

and MW radio services no longer require 30-day Public Notice periods, and 
second, ULS processing software has progressed to where the FCC can implement

of all applications are already eligible for Conditional Authorization, so this 
increased speed of service doesn't really do much.  It can actually cost you 
more money if a mistake is made on the application - previously, you had some 
time to change it before license grant at no cost.  Now, you would be hit with 
modification fees if the licenses had already been granted.
