The marine radio was not to be used for conducting business. And
this was a long ways from Lake Mead, where the system license was
centered.
But there is an out for almost all FCC rules in the event of an
emergency.
The quotable quote from the testimony is when Art Brothers (founder
of Beehive Telephone Company) was being asked by a commissioner how
handling a liquor order was an emergency. His reply: “Your honor,
when a whore house runs out of booze it is an emergency”.
That got picked up on the various news wires. And even though this
happened long before I even met Art, there is still a bit of guilt
by association.
(Art lost all FCC licenses including his ham ticket as a result).

Just a guess, but wouldn't be surprised if the Beehive applications
were highly scrutinized by Uncle Charlie..
MG radio service has only recently seen this reduced turn around
speed - MW (Homeland Security, Public Safety) have had it for
several years. CF (Common Carrier) will not see this as these
applications are required to go on 30-day Public Notice prior to
license grant.
