For many(good reasons, Tax, reporting etc) we would break this down as 
follows:- 

1) Application server (Phone/pbx functionality) (hosted applications are not 
subject to taxes). $50/MRC 

2) Inbound Trunk w/ 1000 mou each. $19/each MRC (inbound calling min, multiple 
trunks would allow for concurrent calls etc), allows us to size the system 
(This is a telecom service, so it would be subject to Telecom Taxes, if 
applicable in your State, but not subject to USF ) 

3) Outbound mou $8MRC/1000min ...(Local & US LD, would allow for outbound 
calls)... (This is a telecom service, would be subject to Telecom Taxes, if 
applicable as well as USF . 

Doing it for Free ? Call me whatever you like, in all the years of serving in 
business what we have learned is that , doing anything for free has ZERO value 
in the eyes of the receiver, and it is never remembered if ever there is 
opportunity to have that taken into consideration. Do it for Full value and 
feel free to apply a visible discount on the bill...but the figures and the 
line item description of the discount should reflect that on the invoice ... 

Keep in mind, if you decide to do it for free, you will still be obligated to 
collect and pay the applicable taxes !
