Absolutely can be bored. If good digging, go get a 20’ lenth of 1” pipe, hook a garden hose to it and start poking it under. When it comes up on the far end, hook the new line to it and pull it backwards. Flex works better.
Or find a fiber company that has a missile and shoot that under. Or find a HDD company have them drill it.
