I guess it depends on whether or not you are a facilities based CLEC.  Who owns 
the switch.
In any event, since LNP, the customer owns the number.

CLeC but it really doesn't matter. The number is registered in the LERG and 
that tells the gaining carrier who to contact. Some carriers require a bill 
which shortens ports in some cases.
