There's a lot of subtlety to that issue, and I'm sure it's not the same
in every state. One rule of thumb is the point where the company is no
longer impeding them from freely using their own time, that's the point
where they are off the clock. You should read about some of the
lawsuits on the topic though, or better yet ask your lawyer.
Time Warner Cable in NY would have the techs check in and check out of
each job site, check in at the first job site was also your clock in for
the day. Clock out was when you checked out at your last job site. I'm
not sure if they do it the same since they became Spectrum.
Based on the rule of thumb above, if you were ok with them taking the
company van to the grocery store, or driving it to Grandma's house, then
they're definitely off the clock as soon as their work is done. If you
require them to take it home and use their personal vehicle for their
personal business then it's not so clear anymore.
I wouldn't fret about the commute gas as long as they live in or near
your service area. It's more efficient for the company if they start
the day with the vehicle and drive directly to their work site. I don't
think we ever had anybody driving an hour to get home in a company
vehicle, so it never was an issue. I don't even think I would let them
take it home if they lived far away.

For employees with company install vehicle, at what point is everyone
having them clock out at the end of the day if they are allowed to take
it home? When the job is done? Or when they ‘get back’? What about gas
usage if they take it home?
