It is hitting the 604/778 area codes (Vancouver) pretty thoroughly. Once
they get a live Mandarin or Cantonese speaking person on the phone they do
a scam similar to the IRS scam.

One of the things I have been thinking about, obviously if you want to run
an English language scam it's possible to set up call centers in India.
Journalists have found them and interviewed the employees, etc.

But where do you set up a call center of native Chinese speakers to run the
scam. Seems like something dangerous to do in China with their level of
internet surveillance and court/prison system for financial scams.
