The Strategic Plan of the Commission of the African Union (Sept.
2004?) calls for an "African Languages Year" in 2006. See

Another news item from June mentions this at
http://www.coe.int/NewsSearch/InternetNewsSearch.asp?
KW=Council+of+Europe&lmLangue=1 :

[28/06/04] Secretary General calls for Afro-European alliance to
protect languages
''Each language that disappears on this globe is a loss to cultural
heritage,'' said Secretary General Walter Schwimmer in a meeting with
Adam Sammassekou, president of the newly-formed African Academy of
Languages. Mr Sammassekou, who comes from Mali, called for a dynamic
partnership beween Africans and Europeans to encourage language
learning. He told Mr Schwimmer of plans for a year of African
Languages in 2006, to mirror the 2001 European Year of Languages
piloted by the Council of Europe.

It's also mentioned in a more recent document from the ICANN
conference in Cape Town not long ago. See

01dec04.htm
