I previously reposted notice for a consultant position (message #413 on AfricanLanguages) - this is apparently the next step in their process of beginning work in Africa. Info on the organization is in the previously mentioned message and on their website, but I would note that among their purposes are "Establishing bilingual libraries" and "Publishing local language children's books."
