You asserted an unproveable negative (no one else would be impacted by reuse of the field for a particular purpose). Jeff asserted a provable positive (he has state evidence of at least two uses for the fields). Unless you can show that that no one else is using the fields (again, unprovable, and asserted to be false), from my point of view Jeff's position has far more weight and should carry the day. Yes, that makes the process more complicated. That is life of a collaborative (vs. a dictorial) environment. The flexibility to arbitrary move forward as you request requires moving to dictatorship.
