Correct. They are also, in some sense, easier to change, because a change to the ODS doesn't affect interoperability. It's entirely possible for two different servers to reuse the same ODS field for different purposes. But having two servers reuse the same protocol field or number for different purposes results in interoperabiltiy problems.
